The development clearance platform

Know what you can build before you invest.

Every municipality has its own rules, scattered across plans, constraints and regulations: piecing them together by hand takes weeks, even for a professional. Cementum reads them at the source and tells you in minutes what you can do with your property or land, citing every step.

Demonstration with sample data. Answers are generated with artificial intelligence and cite their sources.

  1. 01

    Every result has its source.

Plan, regulation or map: every result links to the document it comes from, and you can open it to check.

  2. 02

    A clear verdict.

Feasible, feasible with conditions or not feasible. If something could not be confirmed, it says so, and why.

  3. 03

An expert, when you need one.

For complex cases there is Pocket Urbanist: a selected expert from the Cementum team studies the case and delivers the full report.

The problem

The answer exists, but it is scattered across ten different documents.

Before you buy land, renovate a building or sell an estate, you need to know what can be done with it. The zoning plan says one thing, regional law adds another, the landscape constraint sits on a map few people open and the buffer zone is written in a thirty-year-old regulation. Each document gives a partial answer, and nobody has ever put them together.

  • Doing it yourself.

Municipal portals, regional geoportals, a certified email to the planning office, and no certainty that the plan you downloaded is the one in force. A single municipality can take half a day.

  • Hiring a professional.

A preliminary check costs thousands of euros and takes weeks. You pay plot by plot, so you only commission it once you are already convinced, and the opportunities you pass on are never checked.

  • Asking a chatbot.

It answers confidently but without sources, and can invent an article of law as naturally as it quotes a real one.

Two ways to work

Use the platform yourself, or hand the case to us.

PARCEL BUFFER ZONE
Illustration: a generic parcel, not a real place.

The platform

Every property or plot of land becomes a project, with everything inside: chats, the document dossier, permits, the constraints map, the deadline calendar and cited reports. It is built for people who do this work every day and want one tool instead of ten portals.

Pocket Urbanist

Send us the address and your question. A selected expert from the Cementum team studies the case with the platform and delivers a Flash Briefing and a technical report within 48 to 72 hours of agreeing the question. It is for people who want the answer without learning new software.

Tell us about your case
Inside the platform

Every property is a project, and the project holds everything.

Cementum organises work by property. Every new question starts from what the project already holds: earlier chats, documents, constraints and deadlines.

  1. 01

    One project for every property

Every property or plot of land has its own project, holding all the work done so far. Find it by name, municipality, cadastral sheet or parcel.

  2. 02

    Chats live inside the project

Every question about that property opens a chat in its project: distances, permitted uses, permits. All the chats read the same dossier, and every value comes with its status and its source.

  3. 03

    The project remembers

What emerges in a chat stays in the project, together with where it came from, and Cementum takes it into account in later questions. The notes are yours: add them and delete them whenever you like.

  4. 04

    The dossier, in order

Drag files in one by one or as a ZIP: each document goes into its place in the dossier, from the land registry extract to the building permits. Official documents that Cementum finds while answering end up here too.

  5. 05

    The parcel and its constraints

The map shows the parcel and the constraints that affect it, each with its regulation. The view is saved in the dossier.

  6. 06

Deadlines, before it is too late

Cementum extracts deadlines from the documents in the dossier, such as the validity of a CDU or the time limits of a permit, and you add your own. You find them in the project calendar, with a reminder in the app and by email.

  7. 07

    The report, ready to share

Export the project as a PDF with the Cementum brand, or in Word to keep working on it.

What if the case is too complex?

That is what Pocket Urbanist is for.

When the question involves several regulations, several deeds and several scenarios, a selected expert from the Cementum team takes on the case. They study it with the platform, check every result at the source and deliver the answer within 48 to 72 hours of agreeing the question.

  • 01 Flash Briefing: the answer in two minutes
  • 02 Technical report, cited line by line
  • 03 3D study model, when needed
The method

From the address to the cited report, in three steps.

  1. 01

    Enter the address.

Or the cadastral sheet and parcel. Cementum finds the municipality and the planning instruments that apply at that spot.

  2. 02

    Cementum reads the sources.

Zoning plan and implementing regulations, building regulations, landscape and environmental constraints, regional and provincial plans, national law. All read on the official portals, in the version in force.

  3. 03

    You receive the report.

Verdict, parameters, constraints, permitted uses and requirements, each with its source, plus the parcel map. Download it as PDF or Word.

When the source does not answer

Every result has its status and its source, so you always know how solid it is.

It is the difference between a report you can take to the bank and an answer you have to take on trust. For the same reason we ask you to have the results checked by a qualified professional before acting: we give you the reading and the sources, the decision stays yours.

Reviewed by a professional appears when an expert from the Cementum team has reviewed the report.

  • Verified

The figure is in the source and we point you to the exact article. You can open it and read it.

  • To confirm

The figure is there, but the source needs a second reading or two sources disagree. We tell you which, so you know what to check.

  • Gap

The check was not possible, or a document is missing. We say so plainly, instead of filling the gap with a plausible sentence.

  • Not expressed

For that zone the regulation does not set the parameter, or the source does not mention it. We flag it, without deducing it.

The comparison

Four ways to get the answer. Only one cites its sources and arrives in minutes.

Option Cost Time Sources cited What it covers
Doing it yourself Your hours Days or weeks No As far as you can get
A professional's check Thousands of euros per plot Weeks Not always One plot at a time
General chatbot A subscription Minutes No Generic answers, sometimes invented
Cementum €299 a month until 31 December, then €499; excl. VAT A few minutes Yes, every statement The rules for your property, read at the source

A single commissioned check costs more than a year of Cementum.

Built by people who lived the problem on site.

Cementum was born from the experience of people who have managed building sites, permits and filings, and from the conviction that in this sector trust is built in person.
