Before you buy or build

How do I know what I can build on a plot of land before I buy it?

You need the zoning of the parcel, the implementing regulations of the municipal plan for that zone, the constraints that affect it (landscape, hydrogeological, buffer zones, protected areas) and the building permits already issued. Cementum reads them at the source starting from the address, or from the cadastral sheet and parcel, and tells you what is feasible, on what conditions and what remains to be confirmed. How it works.

What is the zoning certificate (CDU) and when is it needed?

It is the document in which the municipality certifies the zoning of a plot of land and the requirements that apply to it. It is needed in deeds of sale for land and is valid for one year. It is often the step that settles a doubt: Cementum tells you whether you need it and why, and keeps track of its expiry in the project dossier.

How do I check a property's planning compliance before buying?

You compare the state of the property with the building permits filed with the municipality and with the regulations in force. Cementum reconstructs the regulations and the permits that emerge from the records, flags what is missing as a Gap, for example a permit that has not been obtained, and explains how to get it. The comparison with the actual state of the building and any retrospective approval remain with a qualified professional.

Can I change the use of a property?

It depends on the municipal plan rules for that zone, national rules on changes of use and the constraints. Cementum brings them together for your property and gives you a verdict (feasible, feasible with conditions or not feasible), with the article behind every step.

Does Cementum replace my professional?

No, it prepares the ground for them: a regulatory picture already read and cited, with what is missing and the step to obtain it. Survey, design, signature and filings remain with the qualified professional.

How is it different from searching myself or asking a general assistant?

A general search does not always say which document an answer comes from, or whether that document applies to your municipality and your parcel. Cementum reads the sources for that municipality and that parcel, cites every result with its status and flags what it has not found as a Gap, instead of filling the gap.

How much does a planning check with Cementum cost?

On the platform, one plan: until 31 December €299 a month or €2,990 a year, then €499 a month; excl. VAT, with a 14-day free trial. If you hand the case to an expert from the team, we agree the price on a call, case by case. See pricing.

The platform

Which municipalities does Cementum cover?

Cementum reads the rules at the source, municipality by municipality. If a municipality's portal does not respond or a document is not published, the report says so instead of guessing.

How long does it take to answer?

A question takes a few minutes.

Does it work for land, not just buildings?

Yes: buildings and land, starting from the address or from the cadastral sheet and parcel.

Can I upload my own documents?

Yes, any file: land registry extracts, deeds, building permits, floor plans, and also site photos and notes. Each document goes into its place in the project dossier, and Cementum uses it as a declared source.

Can I ask several questions about the same property?

Yes. Each question opens a chat in that property's project, and Cementum takes into account what emerged in earlier chats.

Can I ask a general question, without a specific property?

Yes, in open conversations: for example the difference between a SCIA and a CILA, or what lawful status means. There is no need to open a project, and a general question uses fewer Momentum than a question about a property.

Does it work on a phone too?

Yes, in the browser: there is nothing to install.

Answers and errors

How do I know whether an answer is reliable?

Every result has its status (Verified, To confirm, Gap, Not expressed) and its source, which you can open and read. So you always know how solid what you are looking at is.

What happens if the source does not answer?

We say so: the result appears as a Gap, with the missing document and the step to obtain it.

Can Cementum make mistakes?

Yes, like any research tool. That is why it cites every statement, and why we ask you to have the results checked by a qualified professional before acting.

So it is artificial intelligence?

Yes. Cementum uses artificial intelligence models to read, cross-check and cite the sources. It does not decide for you and does not hide what it has not found: the decision stays with the person. How we use artificial intelligence.

Is it a technical or legal opinion?

No. It is not a legal opinion, an appraisal, a signed drawing or a building application.

Can I use the PDF with the bank or the notary?

Yes, as a cited research document. It does not replace an appraisal.

Pocket Urbanist

Who handles the case?

A selected expert from the Cementum team, with a background on building sites, the platform at hand and the time to read everything. If the case needs a qualified professional, we tell you. How the service works.

How quickly does the answer arrive?

Within 48 to 72 hours of agreeing the question: Flash Briefing, technical report and a call to explain them.

How much does it cost?

We agree it on a call, case by case, because a single parcel and a portfolio of twelve plots do not take the same work.

What do you need to get started?

The address or the parcels, what you want to do and the deadline. Tell us about your case.

Can I ask for a case covering several plots?

Yes: we agree the scope and timing together on a call.

Trial, pricing and payments

How long is the free trial?

14 days, with the whole platform and Momentum to try it on real properties. You enter your card, but you pay nothing: on day 12 we write to remind you that it is ending, and from day 15 the monthly plan starts, only if you have not cancelled. You cancel in one click from the app.

What are Momentum?

They are the unit used to measure Cementum's work. Each question uses an amount that depends on how complex it is: you see the cost before you ask, and your balance is always shown at the top of the app.

How much does the plan cost?

One plan. Until 31 December it costs €299 a month, or €2,990 a year (€249 a month, locked for twelve months). From 1 January the monthly plan goes up to €499. Excl. VAT. See pricing.
