The platform

Every layer of rules, in a single search.

Zoning plan, building regulations, constraints, regional plans, national law: rarely does anyone read them all together, and that is where deals stall. Cementum reads them together and cites every result, so you set the pace, not the planning office.

And further checks, municipality by municipality.

The method

From the address to the cited report, in three steps.

  1. 01

    Live research.

For every question Cementum consults the portals of municipalities, regions and public bodies, instead of a database frozen months ago.

  2. 02

    Cross-check.

It compares the rules of the municipality, province, region and State and brings conflicts to light before they become problems. It uses artificial intelligence to read and cross-check the sources: every result stays cited and the decision stays yours. How we use artificial intelligence.

  3. 03

    Cited report.

Every result links to its source, whether an article, a regulation or a map. You check, you decide.

The platform, from the inside

The whole project, in one place.

Cementum organises work by property. Every new question starts from what the project already holds: earlier chats, documents, constraints and deadlines.

  1. 01

    One project for every property

Every property or plot of land has its own project, holding all the work done so far. Find it by name, municipality, cadastral sheet or parcel.

  2. 02

    Chats live inside the project

Every question about that property opens a chat in its project: distances, permitted uses, permits. All the chats read the same dossier, and every value comes with its status and its source.

  3. 03

    The project remembers

What emerges in a chat stays in the project, together with where it came from, and Cementum takes it into account in later questions. The notes are yours: add them and delete them whenever you like.

  4. 04

    The dossier, in order

Drag files in one by one or as a ZIP: each document goes into its place in the dossier, from the land registry extract to the building permits. Official documents that Cementum finds while answering end up here too.

  5. 05

    The parcel and its constraints

The map shows the parcel and the constraints that affect it, each with its regulation. The view is saved in the dossier.

  6. 06

Deadlines, before it is too late

Cementum extracts deadlines from the documents in the dossier, such as the validity of a CDU or the time limits of a permit, and you add your own. You find them in the project calendar, with a reminder in the app and by email.

  7. 07

    The report, ready to share

Export the project as a PDF with the Cementum brand, or in Word to keep working on it.

The result

A development clearance report, cited and downloadable.

  • Verdict

Feasible, feasible with conditions or not feasible, based on what the regulations actually say.

  • Sources

Articles, regulations, references to deeds and links to the documents. No result without its source.

  • Risks

Environmental constraints, buffer zones and conditions that could block the deal, shown up front and not in a footnote.

  • Map

The parcel, its boundaries and the constraints checked across that area.

  • PDF and Word

A tidy document to share with partners, the bank or your professional, or to edit in Word.

In action

A real question, a cited answer.

Example taken from a real case and anonymised: the question as a user would write it, and the answer point by point, each with its status and its source.

We would like to apply to the national sports funding call for a pitch with stands and a photovoltaic roof on the grounds of a parish youth centre in Campania. Does the project meet the conditions? What do we need to document before applying?

  1. Grant ceilingsVerified

€300,000 for new facilities, €200,000 for regeneration; a minimum own contribution of 15% of the grant, on top.

  2. Within the cost benchmarkTo confirm

Works and safety costs should come down by about 16%: the quantities need checking and comparable quotes need collecting.

The zoning of the project area and the full building permit history are missing: the land registry alone does not prove compliance.

When the source does not answer

Every result has its status and its source, so you always know how solid it is.

It is the difference between a report you can take to the bank and an answer you have to take on trust. For the same reason we ask you to have the results checked by a qualified professional before acting: we give you the reading and the sources, the decision stays yours.

Reviewed by a professional appears when an expert from the Cementum team has reviewed the report.

  • Verified

The figure is in the source and we point you to the exact article. You can open it and read it.

  • To confirm

The figure is there, but the source needs a second reading or two sources disagree. We tell you which, so you know what to check.

  • Gap

The check was not possible, or a document is missing. We say so plainly, instead of filling the gap with a plausible sentence.

  • Not expressed

For that zone the regulation does not set the parameter, or the source does not mention it. We flag it, without deducing it.

Frequently asked questions

Questions about the platform.

Which municipalities does Cementum cover?

Cementum reads the rules at the source, municipality by municipality. If a municipality's portal does not respond or a document is not published, the report says so instead of guessing.

How long does it take?

A question takes a few minutes. And you save time afterwards too, because every result comes with its source, ready to check.

What are Momentum?

They are the unit used to measure Cementum's work. Each question uses an amount that depends on how complex it is: you see the cost before you ask, and your balance is always shown at the top of the app. See pricing.

Can I upload my own documents?

[TO BE CONFIRMED: with Dan, for the new app] Yes: plans, deeds and documents you already have, which Cementum uses as declared sources.

Is it a technical or legal opinion?

No. It is not a legal opinion, an appraisal, a signed drawing or a building application. It is a cited reading of the rules that apply to your property or land: have it checked by a qualified professional before acting.
